David has built his career across public service, security and regulatory roles with the New Zealand Customs Service, New Zealand Post, New Zealand Transport Agency, New Zealand Space Agency, and the Civil Aviation Authority of New Zealand (CAA). He holds a Postgraduate Certificate in Public Management from Victoria University of Wellington and is completing an MSc in Aviation Security through Buckinghamshire New University. David is New Zealand's representative on the ICAO Aviation Security Panel and leads regulatory oversight of aviation security across airlines, aerodromes, air cargo, air traffic services and security providers, while maintaining key domestic and international security partnerships.
